How can I stop the peole from following me\stealing my life? the infairness of the offenders register?

Ok, I caught some of that...maybe I'm not fully catching it all since I'm not European. I will say the offender laws need reformed worldwide. People don't even have to touch another person inappropriately to be labeled one and then their life is basically ruined. My husband, a rso puts it this way: "That's why so many registered offenders repeat their offense...they have no choice. They almost want to get arrested just becase at least then they'd have a place to live and people that understand they aren't all rapists. The system is designed to make them go back or at least want to"...you get the idea.The system is crazy.
